World Cup Soccer
Bally, 1994 — shot-by-shot rules and strategy guide.
Open World Cup Soccer in the Pinball Genie app →Designed by John Popadiuk and Larry DeMar (software: DeMar/Matt Coriale; art: Kevin O'Connor; callouts: Tim Kitzrow), released February 1994 on Midway's WPC-S hardware, roughly 8,743 units built. There is no Pro/Premium/LE tiering — this predates that convention entirely, and it's a single production run. Notably, WCS94 has only two standard flippers — no upper, lower, or mini-flipper — unusual for a WPC-era title. The Magna-Save is a player-activated magnet (not a flipper) that catches a ball headed for the center drain.
Core shots
Two orbits/ramps mirror each other: the Left Spiral (orbit, hosts the Ultra Spinner and city travel) and Left/Right Ramps (feed BUILD, multiball lock, and Ultra Ramps). Center stage is the GOAL — a wide net hole guarded by a moving plastic goalie, fed either directly or safely via the Assist saucer (upper-left, flipper-fired straight past the goalie). A spinning rubber soccer ball toy sits upper-mid-playfield and deflects shots unpredictably when Goal is lit or during multiball. Other shots: twin Free Kick saucers/target, Striker standups (spell S-T-R-I-K-E-R), Star Rollovers (relight Goal), Striker Scoop (mystery awards + Extra Ball), TV/Final Draw scoop (dual-purpose: TV Awards and Multiball start), 3 jet bumpers, and a real mechanical plunger feeding a 3-way Skill Shot divider.
Skill Shot
Manual plunge into one of three flashing top-lane dividers: 1st = 5M, 2nd = 10M, 3rd = 30M + spots a city. Clearing all three across the game nets a bonus city.
Multiball
Four flashing BUILD shots (left spiral, left ramp, right ramp, Striker scoop) each light a word on the soccer-ball graphic — Strength, Stamina, Skill, Speed, Spirit. All five lit → Lock (physically held on the left ramp's upper shelf). Shoot the lit Final Draw scoop to start. A random Striker Scoop award can also start multiball (guaranteed on ball 3 if not yet achieved, but low starting rank). Multiball is ranked against 15 national teams, USA (20M) up through Germany (250M) — Goal scores the jackpot and beats the current team; either ramp relights Goal and advances rank. The Assist saucer is scripted not to miss during multiball, making it the most reliable jackpot loop. Draining before a jackpot lets you resume via a ramp or the scoop. Beating Germany lights Special at the right outlane and unlocks flat 50M Victory Laps (Goal/ramps, alternating after 5 laps).
Modes
Ultra Modes (Ramps, Spinner, Jets, Goalie) are awarded one per Goal scored, stack up to all four concurrently, and cap at 30M + 10M bonus each — but only pay out through end-of-ball bonus, not live score. TV Awards run in a fixed sequence at the Final Draw scoop, re-lit every 4 Goals: Big Goal Round (3 Goal shots, 15/15/30M), Extra Ball Round, Hit The Goalie!, and Where's Striker (3 Striker standup hits). Boston Tea Party is a hurry-up (40M counting to a 10M floor, collected at the left spiral) unlocked by traveling to Boston.
Cities and travel
Nine cities (Chicago, Dallas, Boston, New York, Orlando, Washington DC, San Francisco, Detroit, Los Angeles) are advanced by lighting TRAVEL at the left spiral (both ramps or both top lanes, then shoot the spiral), by a Striker "Advance Three Cities" award, or by clearing all three Skill Shot lanes. Washington DC lights Extra Ball; reaching Los Angeles (9th city) qualifies the wizard mode.
Multipliers
There is no true 2X/3X playfield or bonus multiplier anywhere on this table. The closest analogues are escalating values: jet bumpers jump from 100K to a flat 1M/pop for the rest of the ball after 25,000 cumulative hits, and the Super Free Kick award climbs +5M per consecutive Free Kick target hit from a 10M base.
Wizard mode — Final Match
Reach Los Angeles (9th city) and shoot the lit Final Draw scoop to start a 45-second, 5-ball timed multiball against Germany, every ball manually plunged. Each Goal scored is worth 75M; Germany accrues its own virtual counter. Beat their total at the buzzer for a 500M bonus; a tie forces sudden-death overtime.
Bonus
Unusually, end-of-ball bonus draws on career (whole-game) totals: 5M per Goal scored so far this entire game + 5M per city traveled to this entire game + that ball's own Ultra Mode earnings — no bonus multiplier applies, and a tilt forfeits it.
Strategy
Center drain is the dominant killer (roughly 7 of 10 balls lost down the middle), so trapping discipline matters more than on most contemporaries lacking an upper flipper for playfield control. Two competing high-score approaches: safe "Goal-only" grinding (Goal → relight → repeat, banking Ultra bonus, no lock/drain risk) versus rushing the 4 BUILD shots to lock and grind the ranked multiball jackpot ladder up to Germany's Victory Laps, the single best sustained per-shot value in the game.
Goals in World Cup Soccer
Every goal below is tracked step-by-step, with shot paths drawn on the playfield map, inside the app.
-
Three-Tier Skill Shot
Real mechanical plunger feeds a 3-way divided loop; first hit scores 5M, but the real prize is stacking toward a city.
Reward: 5M / 10M / 30M + spots a city, depending on which flashing divider you land
-
Full Skill Shot Sweep
Clearing all three flashing skill-shot lanes over the course of a game is one of three ways to advance cities toward Final Match.
Reward: Advances a city toward Final Match; clearing all 3 lanes across the game can net an extra city
-
BUILD Combo → Lock
Shoot BUILD-lit shots — left ramp, left spiral, right ramp — to fill panels on the soccer-ball graphic, then close on the right ramp once Lock is lit to lock the ball.
Reward: Fills a BUILD panel per shot; locks the ball for multiball once all 5 panels are filled
-
Assist-Saucer Jackpot Loop
During multiball the Assist saucer is scripted not to miss — the single most reliable repeatable jackpot loop in the game.
Reward: Current jackpot + auto-relights the next one -- the most reliable repeatable jackpot loop in the game
-
Goal → Ramp Jackpot-Relight Cycle
The standard multiball climb — score the Goal jackpot, relight it with a ramp, repeat up all 15 ranked opponents.
Reward: Jackpot for the current rank (USA 20M up to Germany 250M); beats that team and advances rank each cycle
-
Post-Germany Victory Laps
Beat Germany (rank 1, 250M) and Goal/ramps become flat 50M Victory Lap shots — the best sustained per-shot value in the game.
Reward: Flat 50M per shot (Goal/Left Ramp/Right Ramp) -- the best sustained per-shot value in the game
-
Goal Ultra-Farming Loop
Outside multiball, repeatedly scoring and relighting Goal banks Ultra-mode points that pay out at end-of-ball bonus.
Reward: 10M + starts/advances an Ultra mode each cycle; Ultra points bank into end-of-ball bonus (lost on tilt)
-
Multiball: Build & Lock
Fill all five BUILD panels, lock a ball on the left ramp, then start Multiball at the TV/Final Draw scoop.
Reward: Locks the ball (jumps multiball starting rank by 4) and launches Multiball at the Final Draw scoop
-
Striker Scoop Multiball Backup
A random Striker Scoop award can start Multiball directly — guaranteed by ball 3 if you haven't had one yet, though at a low starting rank.
Reward: Random Striker award; Multiball guaranteed by ball 3 if you haven't had one, but starts at a low jackpot rank
-
Drain Recovery Resume
Draining mid-multiball before collecting a jackpot doesn't end it — a ramp or the Final Draw scoop resumes right where you left off.
Reward: Resumes multiball at the same rank instead of losing progress (restarts 2 ranks above the last team beaten)
-
Ultra Modes
Four stacking sub-modes — Ramps, Spinner, Jets, Goalie — are awarded one per Goal scored and bank points into end-of-ball bonus.
Reward: 5M/ramp, 1M/spin, 2M/pop, or 5M/goalie hit while active; each Ultra caps at 30M + a 10M bonus
-
TV Award: Big Goal Round
Start a timed round at the TV/Final Draw scoop and hammer 3 escalating Goal shots before the clock runs out.
Reward: 25M just for starting, then 15M + 15M + 30M for the three Goal shots landed within the timer
-
TV Award: Extra Ball Round
A 20-second window to collect Extra Ball at the Striker Scoop, then keep milking it at 50M per additional shot.
Reward: An Extra Ball, then 50M per additional Striker Scoop shot for the rest of the 20-sec timer
-
Boston Tea Party Hurry-Up
A countdown hurry-up unlocked by traveling to Boston — starts at 40M and drains to a 10M floor if you wait too long.
Reward: Hurry-up starting at 40M, counting down to a 10M floor if you wait
-
Ultra Jets: Flat 1M Escalation
WCS94 has no true playfield multiplier — the closest thing is the jet bumpers jumping from 100K to a flat 1M per pop for the rest of the ball.
Reward: Jet bumpers jump from 100K to a flat 1M per pop for the rest of the ball
-
Super Free Kick Escalator
Light Super Free Kick from a Striker award, then chain hits on the Free Kick target — value climbs +5M per consecutive hit.
Reward: 10M base, +5M per consecutive Free Kick target hit while Super Free Kick is active
-
Final Match Qualification
The full chain to unlock the World Cup Final — travel all 9 cities culminating in Los Angeles, then start it at the Final Draw scoop.
Reward: Starts the Final Match wizard mode against Germany at the Final Draw scoop
-
Final Match: Beat Germany
A 45-second, 5-ball timed multiball against Germany — every ball manually plunged, each Goal worth 75M, beat their total for a 500M bonus.
Reward: 75M per Goal scored in 45 sec; beating Germany's total nets a 500M bonus (tie forces sudden-death overtime)
-
Beginner First 30 Seconds
A safe, concrete opening sequence off a fresh ball — free points, build progress, and a low-risk Goal shot.
Reward: Free skill-shot points, a BUILD panel, and a safe goalie-bypass Goal shot for 10M + an Ultra mode
-
Best Opener: Build Toward Multiball Fast
Prioritize the 4 BUILD sources over risky direct Goal shots early — multiball is the game's primary score engine.
Reward: Fills all 5 BUILD panels and locks the ball, jumping multiball starting rank by 4
-
Goal-Only Grinding (Safe Farm)
The lowest-risk high-score approach — skip multiball entirely and just grind Goal-relight-Goal, banking Ultra bonus every ball.
Reward: 10M + Ultra-mode progress per cycle with zero lock/drain risk -- can rack tens to hundreds of millions purely from bonus
-
Light and Collect SPECIAL
Beating Germany during multiball lights SPECIAL in the right outlane -- the one time a right-outlane drain is what you want.
Reward: SPECIAL award (typically a credit or replay, per operator settings) collected in the right outlane
