Open World Cup Soccer in the Pinball Genie app →Designed by John Popadiuk and Larry DeMar (software: DeMar/Matt Coriale; art: Kevin O'Connor; callouts: Tim Kitzrow), released February 1994 on Midway's WPC-S hardware, roughly 8,743 units built. There is no Pro/Premium/LE tiering — this predates that convention entirely, and it's a single production run. Notably, WCS94 has only two standard flippers — no upper, lower, or mini-flipper — unusual for a WPC-era title. The Magna-Save is a player-activated magnet (not a flipper) that catches a ball headed for the center drain.
Core shots
Two orbits/ramps mirror each other: the Left Spiral (orbit, hosts the Ultra Spinner and city travel) and Left/Right Ramps (feed BUILD, multiball lock, and Ultra Ramps). Center stage is the GOAL — a wide net hole guarded by a moving plastic goalie, fed either directly or safely via the Assist saucer (upper-left, flipper-fired straight past the goalie). A spinning rubber soccer ball toy sits upper-mid-playfield and deflects shots unpredictably when Goal is lit or during multiball. Other shots: twin Free Kick saucers/target, Striker standups (spell S-T-R-I-K-E-R), Star Rollovers (relight Goal), Striker Scoop (mystery awards + Extra Ball), TV/Final Draw scoop (dual-purpose: TV Awards and Multiball start), 3 jet bumpers, and a real mechanical plunger feeding a 3-way Skill Shot divider.
Skill Shot
Manual plunge into one of three flashing top-lane dividers: 1st = 5M, 2nd = 10M, 3rd = 30M + spots a city. Clearing all three across the game nets a bonus city.
Multiball
Four flashing BUILD shots (left spiral, left ramp, right ramp, Striker scoop) each light a word on the soccer-ball graphic — Strength, Stamina, Skill, Speed, Spirit. All five lit → Lock (physically held on the left ramp's upper shelf). Shoot the lit Final Draw scoop to start. A random Striker Scoop award can also start multiball (guaranteed on ball 3 if not yet achieved, but low starting rank). Multiball is ranked against 15 national teams, USA (20M) up through Germany (250M) — Goal scores the jackpot and beats the current team; either ramp relights Goal and advances rank. The Assist saucer is scripted not to miss during multiball, making it the most reliable jackpot loop. Draining before a jackpot lets you resume via a ramp or the scoop. Beating Germany lights Special at the right outlane and unlocks flat 50M Victory Laps (Goal/ramps, alternating after 5 laps).
Modes
Ultra Modes (Ramps, Spinner, Jets, Goalie) are awarded one per Goal scored, stack up to all four concurrently, and cap at 30M + 10M bonus each — but only pay out through end-of-ball bonus, not live score. TV Awards run in a fixed sequence at the Final Draw scoop, re-lit every 4 Goals: Big Goal Round (3 Goal shots, 15/15/30M), Extra Ball Round, Hit The Goalie!, and Where's Striker (3 Striker standup hits). Boston Tea Party is a hurry-up (40M counting to a 10M floor, collected at the left spiral) unlocked by traveling to Boston.
Cities and travel
Nine cities (Chicago, Dallas, Boston, New York, Orlando, Washington DC, San Francisco, Detroit, Los Angeles) are advanced by lighting TRAVEL at the left spiral (both ramps or both top lanes, then shoot the spiral), by a Striker "Advance Three Cities" award, or by clearing all three Skill Shot lanes. Washington DC lights Extra Ball; reaching Los Angeles (9th city) qualifies the wizard mode.
Multipliers
There is no true 2X/3X playfield or bonus multiplier anywhere on this table. The closest analogues are escalating values: jet bumpers jump from 100K to a flat 1M/pop for the rest of the ball after 25,000 cumulative hits, and the Super Free Kick award climbs +5M per consecutive Free Kick target hit from a 10M base.
Wizard mode — Final Match
Reach Los Angeles (9th city) and shoot the lit Final Draw scoop to start a 45-second, 5-ball timed multiball against Germany, every ball manually plunged. Each Goal scored is worth 75M; Germany accrues its own virtual counter. Beat their total at the buzzer for a 500M bonus; a tie forces sudden-death overtime.
Bonus
Unusually, end-of-ball bonus draws on career (whole-game) totals: 5M per Goal scored so far this entire game + 5M per city traveled to this entire game + that ball's own Ultra Mode earnings — no bonus multiplier applies, and a tilt forfeits it.
Strategy
Center drain is the dominant killer (roughly 7 of 10 balls lost down the middle), so trapping discipline matters more than on most contemporaries lacking an upper flipper for playfield control. Two competing high-score approaches: safe "Goal-only" grinding (Goal → relight → repeat, banking Ultra bonus, no lock/drain risk) versus rushing the 4 BUILD shots to lock and grind the ranked multiball jackpot ladder up to Germany's Victory Laps, the single best sustained per-shot value in the game.
How World Cup Soccer plays
Play out the 1994 World Cup: beat one ranked nation after another, travel the host cities, and reach the Final against Germany. Shoot the moving goalie's net for Goals while you build toward the multiball that carries your whole score.
The loop
- Shoot a ramp, the left spiral, or the Striker scoop to fill a BUILD panel; fill all five to light Lock.
- Trap that fifth ball on the left ramp's shelf, and the Final Draw scoop opens to launch multiball.
- In multiball, beat the goalie for the lit Goal jackpot, then relight it with a ramp to climb from USA up to Germany.
- Feed the Assist saucer whenever the keeper is in your way -- it fires the ball into the net for a jackpot you almost never miss.
- Between multiballs, grind Goal-and-relight for Ultra modes that bank into your bonus, and travel the cities toward the Final Match.
Reading the lights
- Goal / Goalie (shot arrows) — lit: The Goal arrow lights when the net is open, but a keeper slides across the mouth so an open arrow still has to beat him, and the arrow goes dark once you score until you relight it. · then: Relight it with either ramp or by sweeping the four star rollovers and shoot again -- outside multiball each Goal also hands you an Ultra mode, and in multiball it is the jackpot climbing from USA up to Germany. When the goalie is parked in the lane, feed the Assist saucer instead and let it fire the ball in for you.
- BUILD Panels (letters) — lit: Every BUILD source you hit fills one panel -- Strength, Stamina, Skill, Speed, Spirit -- on the soccer-ball graphic, and a filled panel stays filled so you only chase the ones still open. · then: Fill all five to light Lock on the left ramp, trap the ball on its upper shelf, and the Draw scoop lights to launch multiball. Locking also jumps your multiball starting rank up four teams, so it pays far more than the panels alone.
- Assist Saucer (status) — lit: The Assist saucer stays live through multiball and catches a ball dropping in from the upper left, lining it up so you can flipper-fire it straight at an open net with the keeper taken out of the shot. · then: Tap a flipper to auto-fire the caught ball into the Goal -- the feed is scripted not to miss, so as long as the ball keeps returning here you have the most reliable repeating jackpot on the game. Relight the next team's jackpot on a ramp before the Goal will pay again.
- Ultra Modes (mode) — lit: Every Goal you score switches on one of four Ultra modes -- Ramps, Spinner, Jets, Goalie -- and up to all four run at once, each paying a bonus every time you hit its shot while it stays lit. · then: Feed the matching shot while its Ultra is lit -- ramps, the left-orbit spinner, the jets, or the goalie -- to pile up points that only cash at your end-of-ball bonus. Each Ultra caps out and ends, and a tilt wipes the whole bonus, so nurse the ball rather than risk it.
- STRIKER Standups (letters) — lit: The Striker standups spell out the word STRIKER, a lit target marks a letter you have not knocked down yet, and the overhead Header target spots both a letter and a star in one hit. · then: Complete the word to light the Striker scoop, then shoot it for a random award -- a Super Free Kick, an Advance Three Cities jump, or even a multiball dropped in at the bottom rank. The scoop also starts lit at the beginning of the game, so you have one award waiting for free.
- Final Draw / TV Scoop (mode) — lit: The Final Draw scoop lights for multiball once you have a ball locked and otherwise cycles the TV Awards -- a Big Goal round, an Extra Ball round -- relighting every four Goals you score. · then: Shoot it to launch multiball or to start whichever TV Award is up, and if both are lit the multiball wins. Travel all nine host cities to Los Angeles and this same scoop starts the Final Match against Germany.
- City Travel (ladder) — lit: TRAVEL lights at the left spiral once you complete both ramps or both top lanes, and the host cities you bank stay banked toward the Final, so a spiral shot always moves you one city closer. · then: Keep lighting and collecting TRAVEL to climb the nine cities up to Los Angeles, which arms the Final Match at the Draw scoop. A stop in Boston lights a countdown hurry-up at the spinner that bleeds from forty million down to a floor, so collect it fast.

Start scoring
- Ball one — Take the free skill shot into a flashing divider on every plunge, then play the ramps and left spiral -- they fill BUILD panels and feed the flippers back cleanly. When the keeper is in your way use the Assist saucer to put the ball in the net instead of a cold shot, and keep a thumb on the Magna-Save for anything dropping down the middle. — Three-Tier Skill Shot, Beginner First 30 Seconds

The Magna-Goal Save on World Cup Soccer
Left cabinet wall, just behind the left flipper button.
WCS94 hands you one extra control, and it is pure defense: a small button on the cabinet's left wall, tucked behind the flipper button, that switches on a magnet mounted over the left flipper tip. It exists for the ball coming straight down the middle — hit it and the ball sticks there instead of splitting the flippers. You hold one charge at a time and have to earn the next one.
- Ball dropping straight down the middle: Fires the magnet above the left flipper tip so the ball parks there and you can trap it instead of draining.
- First ball of a fresh game: The save starts lit, so you already have one charge banked before you have hit anything.
- Right after you spend it: The button goes dead — mashing it again does nothing until you relight the magnet.
- Rolling through the left inlane: That starts the Light Magna-Goal Save target blinking on the lower right; hit it while it blinks to recharge the button.
- Ball drifting toward the left outlane: Wrong save — the kickback covers that lane. The magnet only guards the center drain.
- Goalie rejects your Goal shot: Rejects often come back center-ish, so keep a thumb near the button whenever the goalie is in the way.
